[Uniquement en anglais] The Committee shared the concern of the group. It considered, however, that in view of the difficulty of determining precisely whether persons were competent in the fields of nature conservation or of the protection of cultural property, it would not be feasible to introduce such a rule on the quorum for meetings of the Committee. The responsibility for ensuring balanced representation lay with each State Member of the Committee.

[Uniquement en anglais] The Committee requested the Secretariat to renew its efforts to ensure that the authorities in each State Party responsible for the natural heritage were fully informed of the activities undertaken under the Convention and of the meetings of the Committee. IUCN could also be of assistance through its direct contacts. It was decided that copies of letters of invitation would be sent to those authorities responsible for the national heritage in the States Parties. The Committee decided furthermore to take up the matter again if the situation did not improve.

[Uniquement en anglais] Note was taken of the request from Yugoslavia for emergency assistance, in the form of equipment and consultant services, for the Natural and Culturo-historical region of Kotor. However, the Committee felt that further information should be made available on the equipment required and decided to grant in the first instance $20,000 for consultant services.

[Uniquement en anglais] The Committee noted that a draft Charter had been prepared jointly by the Ecuadorian and Polish authorities on this question and decided to take up the matter at a later stage.
[Uniquement en anglais] The Committee fully supported the appeal launched by Mrs. El-Sadat for assistance in preserving the Islamic heritage of Cairo and members declared that they would transmit details of the appeal to their respective governments.

WHC-99/CONF.205/5 entitled "Report on the state of conservation of Kakadu National Park, Australia" provided a summary of information and deliberations concerning Kakadu up until the date of finalization of the document at the end of May. WHC-99/CONF.205/INF.4 included the record of the deliberations of the twenty-third session of the Bureau of the World Heritage Committee (5-10 July 1999).

The mission was led by the former Chairperson of the World Heritage Committee, Professor Francioni of Italy. Professor Francioni reported on the mission at the twentysecond session of the Committee in Kyoto in 1998.

The report of the ISP's assessment should be submitted to the World Heritage Centre by 15 April 2000 for examination by the twenty-fourth session of the Bureau of the World Heritage Committee in 2000.

Détermination du montant de la contribution au Fonds du patrimoine mondial prévue à l'article 16 de la Convention
13. Sur proposition du Président, l’Assemblée générale a décidé à l’unanimité de maintenir pour l’exercice 1981-1983 le montant des contributions devant être versées au Fonds du patrimoine mondial, qui conformément à l’article 16, paragraphe 1 de la Convention, s’élève à 1 % de la contribution des États parties au budget ordinaire de l’UNESCO.
14. L’Assemblée générale a été appelée à élire les sept membres du Comité du patrimoine mondial afin de remplacer les sept membres suivants, dont le mandat expirait à la fin de la 21e session de la Conférence générale : Algérie, Équateur, Ghana, Iran, Nigéria, Soudan et Yougoslavie.
15. La liste des États parties qui avaient présenté leur candidature a été lue à haute voix à l’Assemblée. Détermination du montant de la contribution au Fonds du patrimoine mondial prévue à l'article 16 de la Convention
12. Sur proposition du Président, l’Assemblée générale a décidé à l’unanimité de maintenir pour l’exercice 1984-1985 le montant des contributions devant être versées au Fonds du patrimoine mondial, qui conformément à l’article 16, paragraphe 1 de la Convention, s’élève à 1 % de la contribution des États parties au budget ordinaire de l’UNESCO.
17. Le Sous-Directeur général pour la culture a félicité les États élus au Comité. Il a souhaité que l’intérêt porté à la Convention par les États, qui avait été palpable durant la quatrième Assemblée générale, et notamment au vu du nombre de candidatures présentées pour l’élection du Comité, se traduise par la participation active de l’ensemble des États parties à la mise en œuvre de la Convention.
18. Avant de prononcer la clôture de la réunion, le Président a félicité le Secrétariat pour ses efforts en faveur de la mise en œuvre de la Convention. At the end of the debate, the Committee was of the opinion that Rule 12.1 of the Rules of Procedure should not be amended. It decided that henceforth, in the year when the General Assembly of States Parties to the Convention is held, the ordinary session of the Committee should be held as soon as possible after the meeting of this Assembly.

Détermination du montant de la contribution au Fonds du patrimoine mondial prévue à l'article 16 de la Convention

L'Assemblée générale a décidé à l'unanimité que, pour l'exercice 1986-1987, le montant des contributions obligatoires à verser au Fonds du patrimoine mondial, conformément à l'Article 16, paragraphe 1, de la Convention, serait maintenu à 1 % du montant des contributions des États parties au budget ordinaire de l'Unesco.

En présentant l’élaboration d'orientations établie conjointement par l'UICN et l'ICOMOS, le représentant de l'UICN a signalé que la Liste du Patrimoine mondial en péril a trois objectifs :
a) Seconder les efforts consentis au niveau national, pour sauvegarder l'intégrité des biens ;
b) Attester devant l’opinion mondiale la réalité du péril menaçant certains biens
c) Aider à l'efficacité des campagnes internationales de collecte de fonds en identifiant les biens au profit desquels la générosité du public est sollicitée.

Orientations pour l'inscription de biens culturels et naturels sur la liste du Patrimoine mondial en péril
Au cours du débat qui s'est instauré sur les critères et la procédure proposes pour l'inscription de biens sur la Liste du Patrimoine mondial en péril, plusieurs amendements ont été proposes au texte qui figure au paragraphe 5.5 du document UICN/ICOMOS et dont on avait proposé l'inclusion dans les "Orientations devant guider la mise en œuvre de la Convention du Patrimoine mondial". Ces amendements concernaient la difficulté d'inscrire des biens sur la Liste du Patrimoine mondial en péril lorsque de grands travaux n'étaient pas nécessaires et que l'Etat en question n'avait pas besoin ...
Le Rapporteur, M.A. Beschaouch, a rappelé les grandes lignes du rapport sur la 6e session du Bureau du Comité, tenue à Paris du 21 au 24 juin 1982. Dans son rapport sur les activités entreprises depuis la 5e session du Comité du Patrimoine mondial pour la mise en œuvre de la Convention, le représentant du Directeur général, M. Michel Batisse, Sous-Directeur général adjoint (Secteur des Sciences), rappelle qu'au total soixante-neuf États avaient maintenant ratifie, accepte ou adhère à la Convention. Cent douze biens proposés par trente-trois États parties figuraient désormais sur la Liste du Patrimoine mondial. [Uniquement en anglais] The Committee noted that, with the withdrawal by the Italian authorities of their list, only seven States Parties had so far submitted tentative lists of cultural and natural properties considered suitable for inclusion in the World Heritage List. The delegates of Argentina, Brazil and Italy indicated that tentative lists would soon be available for submission to the Committee.

Le délégué du Pakistan a demandé au Comité d'ajourner l'examen des propositions d'inscription du Parc national de Kirthar et du Parc national de Lal Sohanra, le gouvernement pakistanais souhaitant avoir l'opportunité de fournir de plus amples informations sur ces deux sites, avant que le Comite ne prenne une décision définitive.
En ce qui concerne la proposition d'inscription d'Alep, soumise par la République arabe syrienne, le Rapporteur a rappelé que le Bureau avait demandé aux autorités syriennes :
De fournir une définition précise des zones d'Alep qui bénéficient d'une protection absolue ;
d'adopter une politique d'urbanisation analogue à celle préconisée dans le rapport de la mission de l'Unesco à Alep.

28. Le Rapporteur a rappelé que le Bureau, sur la proposition du Royaume hachémite de Jordanie, a examiné la demande d'inscription de la "vieille ville de Jérusalem et ses remparts" sur la Liste du Patrimoine mondial en péril et que, un consensus n'ayant pu être recueilli sur cette proposition, le Bureau a déclaré que "il appartiendra au Comite, a sa 6e session, de prendre à cet égard la décision qui lui revient en tout état de cause".

La sixième Assemblée générale des États parties à la Convention concernant la protection du patrimoine mondial, culturel et naturel s'est tenue à Paris le 30 octobre 1987, pendant la vingt-quatrième session de la Conférence générale.

7. L'Assemblée générale a élu par acclamation M. Paul Yao Akoto (Côte d'Ivoire), président. Le président nouvellement élu a tenu à remercier les délégués de la confiance qu'ils avaient bien voulu lui accorder et de l'honneur qui lui était fait. Il a évoqué l'attachement de tous à la Convention et l'espoir commun de tout mettre en œuvre pour sauvegarder le patrimoine de l'humanité.
