On the question of model nomination files, there was some discussion on the organizations to be entrusted with this work, on the feasibility of associating the Bureau, and of the timing of their preparation. Whereas members of the Committee felt that model files would be extremely valuable to States Parties in preparing their nominations, they recognized that it was no easy task to prepare fictitious dossiers. It was finally decided that ICOMOS and IUCN would prepare model files which would be reviewed with the Secretariat before they were dispatched to States Parties. One participant hoped that these model files would be relatively simple and not too sophisticated.
