La troisième Assemblée générale des États parties à la Convention pour la protection du patrimoine mondial, culturel et naturel a eu lieu le 7 octobre 1980 à Belgrade (Yougoslavie), lors de la 21e session de la Conférence générale.

7. L’Assemblée générale a élu par acclamation S. E. M. G. Abad Grijalva (Équateur) comme Président, les représentants de Monaco, de l’Arabie saoudite, du Sri Lanka et de la Yougoslavie comme Vice-Présidents et M. Eenyam Bekele (Éthiopie) comme Rapporteur.
8. L’ordre du jour de la session a été adopté sans amendement. Les travaux de l’Assemblée ont été accomplis lors d’une seule séance.
9. Le représentant du Bureau du Contrôleur financier a présenté le document CC‑80/CONF.018/2 par lequel les comptes du Fonds ont été soumis à l’Assemblée générale, conformément au Règlement financier du Fonds du patrimoine mondial. Il a attiré l’attention sur l’état des comptes pour l’exercice qui s’achevait le 31 décembre 1978, figurant à l’annexe I du document, ainsi que sur l’état intérimaire pour l’exercice biennal 1979-1980 arrêté au 31 juillet 1980, figurant à l’annexe II. Détermination du montant de la contribution au Fonds du patrimoine mondial prévue à l'article 16 de la Convention
13. Sur proposition du Président, l’Assemblée générale a décidé à l’unanimité de maintenir pour l’exercice 1981-1983 le montant des contributions devant être versées au Fonds du patrimoine mondial, qui conformément à l’article 16, paragraphe 1 de la Convention, s’élève à 1 % de la contribution des États parties au budget ordinaire de l’UNESCO.
14. L’Assemblée générale a été appelée à élire les sept membres du Comité du patrimoine mondial afin de remplacer les sept membres suivants, dont le mandat expirait à la fin de la 21e session de la Conférence générale : Algérie, Équateur, Ghana, Iran, Nigéria, Soudan et Yougoslavie.
15. La liste des États parties qui avaient présenté leur candidature a été lue à haute voix à l’Assemblée. Outre l’Équateur, qui avait auparavant déclaré qu’il n’était plus candidat à l’élection du Comité, les États suivants ont retiré leur candidature : Algérie, Costa Rica, Ghana, Maroc, Nigéria, Norvège, ...
18. Le Sous-Directeur général pour la culture et la communication a félicité les États élus au Comité du patrimoine mondial. Il a ensuite fait référence au rôle essentiel joué par la Convention et le Comité pour sensibiliser le public à l’importance de préserver les monuments et sites culturels et naturels possédant une valeur pour l’humanité tout entière. 19. Avant de prononcer la clôture de la réunion, le Président a déclaré que la mise en œuvre de la Convention constituait un exemple des activités auxquelles tous les pays avaient une contribution à apporter. Chacun d’entre eux possédait son propre patrimoine, et le patrimoine de toutes les nations réunies formait le patrimoine de l’humanité. La Convention incarnait les idéaux sur lesquels avait été fondé l’Acte constitutif de l’UNESCO. Le Président a ensuite levé la séance.
