The World Heritage Committee,
- Having examined Documents WHC/16/40.COM/8B.Add and WHC/16/40.COM/INF.8B1.Add,
- Refers the proposed buffer zone for Itchan Kala, Uzbekistan, back to the State Party in order to allow it to:
- clarify the management arrangements and measures in place within the buffer zone, particularly if these are different from those that apply to the World Heritage property;
- consider establishing specific management and protection policies and mechanisms that ensure that the Outstanding Universal Value of this property is given primary importance in urban development approvals within the buffer zone.
