27. Special attention was given by the Committee to the dangers threatening the World Heritage sites during armed conflict. The Secretariat informed the Committee of the situation of the historical City of Dubrovnik. The Committee was glad to learn that the rhino population in this Park had increased to 31 and the local management capacity and budget have increased substantially. Noting the state of exceptional emergency caused by the armed conflict, the Committee decided to inscribe the Old City of Dubrovnik on the List of World Heritage in Danger, in accordance with Article 11, paragraph 4 of the Convention.
