The World Heritage Committee,
- Having examined Documents WHC/19/43.COM/8B.Add and WHC/19/43.COM/INF.8B1.Add,
- Refers the proposed buffer zone for Arles, Roman and Romanesque Monuments, France, back to the State Party in order to allow it to:
- Provide a clear rationale regarding the delineation of the buffer zone, and the reason why some areas are included and others are not,
- Provide specific documentation and details regarding building regulations, and how they prevent new buildings to disrupt the historical skyline of the World Heritage property,
- Provide the Heritage Impact Assessment (HIA) undertaken for the Luma Arles tower, and its relation with the World Heritage property. In case of non-existence of an HIA, provide the recommendations that were presented by State Services, regarding the construction of the Luma Arles tower,
- Deliver a Visual Impact Analysis of the Luma Arles tower on the property and its Outstanding Universal Value.
