The World Heritage Committee,
- Having examined Document WHC-15/39.COM/7B,
- Recalling Decision 31 COM 7B.87, adopted at its 31st session (Christchurch, 2007),
- Notes the information provided by the State Party on the works envisaged within the “Programme for complex measures for development and reconstruction of Shakhrisyabz City”;
- Expresses its concern about the overall impact of the projects on the Outstanding Universal Value (OUV) of the property and the extent of urban transformation which could undermine the integrity and authenticity of Shakhrisyabz and requests the State Party to provide to the World Heritage Centre detailed plans and documentation of all works envisaged, including Heritage Impact Assessments (HIAs) in conformity with the ICOMOS Guidelines on HIAs for World Heritage cultural properties, for review by the Advisory Bodies;
- Urges the State Party not to commence or to halt any works until the above assessments and reviews have been carried out;
- Reiterates that the World Heritage Committee shall be notified prior to any major restoration and/or new construction which may affect the OUV of the property before making any decisions that would be difficult to reverse in accordance to Paragraph 172 of the Operational Guidelines;
- Also requests the State Party to invite a joint World Heritage Centre/ICOMOS Reactive Monitoring mission to the property to review the proposed development and reconstruction programme, to evaluate the general state of conservation of the property, to review its current management and planning system, and to advise the authorities on the conservation issues at the property;
- Further requests the State Party to submit to the World Heritage Centre, by 1 February 2016, an updated report, including a 1-page executive summary, on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 40th session in 2016.
