Archaeological Site of Carthage (Tunisia) (C 37)

The World Heritage Committee,

  1. Having examined Document WHC/18/42.COM/7B.Add,
  2. Recalling Decision 40 COM 7B.29, adopted at its 40th session (Istanbul/UNESCO, 2016),
  3. Warmly welcomes the progress achieved in the protection and conservation of the property, despite a relatively difficult global context;
  4. Commends the State Party for the successful efforts towards recovering the Ganymède statue stolen from the site museum in 2013;
  5. Takes note of the efforts undertaken by the State Party for land control of the area located in the classified zone and invites it to pursue and strengthen them;
  6. Also takes note of the revision process for the property boundaries and the buffer zone and invites the State Party to submit to the World Heritage Centre the criteria for definition of the latter, as well as the regulations and measures that govern it;
  7. Also requests the State Party:
    1. To adopt and implement the Protection and Enhancement Plan (PPMV) of the property,
    2. To prepare a presentation plan and tourism management plan that will prevent the informal proliferation of commerce within the property, notably at the “UNESCO Square” and around the Antonin Baths,
    3. To conceive and implement an archaeological and conservation strategy for the property,
    4. To coordinate the management and preservation structures of the property, as well as the roles of the different concerned stakeholders;
  8. Further requests the State Party to submit to the World Heritage Centre, in conformity with Paragraph 172 of the Operational Guidelines, the study and enhancement projects for the Roman Circus and the Study and Archaeological Investigations and Conservation Strategy for the property, as well as the Heritage Impact Evaluations (HIE), before irreversible decisions are taken, for examination by the Advisory Bodies;
  9. Finally requests the State Party to submit to the World Heritage Centre, by 1 December 2019, an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 44th session in 2020.
