  4. CONDITION OF PROPERTY:
A short up-date on the status of the park has been provided by the IUCN office in Ecuador. There has been a major restructuring of the park administration with a change in Superintendent and a reduction in personnel. There is now concern that with the significant resources being provided through the GEF, there is limited capacity to carry out the work.

The Macas-Guamote road construction continues at a slow pace with no attention to fulfilment of the conditions in the inter-institutional letter of Agreement {see December 1 993 monitoring report).

Hunting activity inside the park has increased in the Alai) area of the park.

5.   EVALUATION:

It is clear that Sangay National Park still deserves to be on the List of World Heritage in Danger and that very little progress is being made to rectify the situation. The continuing reductions in the size of the work force has further limited management capacity. There has been no response from the Ecuadorian authorities to letters sent from the Centre.

6.   SUGGESTED ACTION BY THE WORLD HERITAGE BUREAU:

It is time for higher level interventions to express concern over lack of action to safeguard this site. The Bureau will need to determine the best options for making high level contact with the Government of Ecuador.

Conservation issues presented to the World Heritage Committee in 1994

The site was inscribed in 1983 and added to the List of World Heritage in Danger in 1992 due to threats from poachers, boundary encroachment and unplanned road construction. A technical assistance project from the World Heritage Fund is under way.

No response has been received so far the letters signed by the Chairperson of the World Heritage Committee and the Director-General of UNESCO expressing the Bureau's concerns.

It is recommended that the site be retained on the List of World Heritage in Danger and that another mission be carried out.

The situation at the site was discussed between a representative of the President of Ecuador and World Heritage Centre staff and the Committee's continuous concerns were brought to the attention of the Government of Ecuador.

The Committee decided to retain this site on the List of World Heritage in Danger and that another fact-finding mission should be carried out.

The Bureau recalled that the site was inscribed in 1983 and added to the List of World Heritage in Danger in 1992 due to threats from poaching and a road construction. A field mission was carried out in 1993 and a report was submitted to the seventeenth session of the World Heritage Committee in December 1993. A short up-date report has been provided by the IUCN Office in Ecuador, indicating major restructuring of the park administration and a reduction of personnel. Furthermore, the Macas-Guamote road construction is progressing with no attention being paid to the conditions of the inter-institutional agreement. The Bureau decided to request the Centre to prepare two letters, one to be signed by the Director-General of UNESCO and the other by the Chairperson of the World Heritage Committee, addressed to the Government of Ecuador, expressing the Bureau's above concerns.
