19 GA 4 Revision of the Rules of Procedure of the General Assembly The General Assembly,

  1. Having examined Document WHC-13/19.GA/4,
  2. Recalling the amendments to Draft Resolution 19 GA 4 proposed by Brazil and other States and the debates held at the 19th General Assembly,
  3. Also recalling its Resolution 18 GA 8 and the World Heritage Committee’s decision 35 COM 12B encouraging States Parties members of the Committee not to submit nominations during their mandate,
  4. Further recalling Article 9.3 of the World Heritage Convention which stipulates that “States members of the Committee shall choose as their representatives persons qualified in the field of the cultural or natural heritage”,
  5. Bearing in mind that Rule 17 of the Rules of Procedure requires a two-third majority to amend the Rules of Procedures,
  6. Decides to fully apply Article 8, paragraph 2, of the World Heritage Convention which stipulates that “Election of members of the Committee shall ensure an equitable representation of the different regions and cultures of the world";
  7. Also decides to establish an open-ended working group of limited duration of one year with an equitable participation of all regions, which would meet in Paris, with extrabudgetary resources;
  8. Requests the open-ended working group to make proposals to amend the Rules of Procedures in order to achieve the goal of an equitable geographical and cultural representation, including through allocation of seats by region (defined with reference to UNESCO’s electoral groups) on the World Heritage Committee, as well as other measures;
  9. Further decides to hold an extraordinary session of the General Assembly in Paris, no later than November 2014, financed by extrabudgetary resources, to examine a draft resolution concerning the proposals referred to in paragraph 8, to be applied at the 20th session of the General Assembly of States Parties to the World Heritage Convention;
  10. Calls upon States Parties to contribute to the organization of the extraordinary session of the General Assembly with extrabudgetary resources and also requests the Director-General to organize the extraordinary session of the General Assembly in a cost-efficient way.

  2. Having in particular examined the accounts of the World Heritage Fund for the financial period ended 31 December 2011 approved by the Senior Accountant of the UNESCO Bureau of Financial Management,
  3. Takes note of the accounts of the World Heritage Fund for 2012-2013, established by the UNESCO Bureau of Financial Management;
  4. Also takes note of the Chart representing the reductions of activities as requested in Decision 37 COM 15.I taken by the World Heritage Committee at its 37th session;

19 GA 8 Determination of the amount of the contributions to the World Heritage Fund in accordance with the provisions of Article 16 of the World Heritage Convention The General Assembly,

  1. Having examined Documents WHC-13/19.GA/8, WHC-13/19.GA/INF.8 and WHC-13/19.GA/INF.8.A,
  2. Recalling Article 16 paragraph 1 of the World Heritage Convention on the determination, in the form of a uniform percentage, of the amount of the contributions to be paid to the World Heritage Fund by States Parties,
  3. Decides to set at 1% the percentage for the calculation of the amount of the contributions to be paid to the World Heritage Fund by States Parties for the financial period 2014-2015;
  4. Notes the status of compulsory and voluntary contributions to the World Heritage Fund as presented in Document WHC-13/19.GA/INF.8;
  5. Requests the Director-General of UNESCO to include, in the letter requesting payment of the assessed compulsory and voluntary contributions to the World Heritage Fund to States Parties an additional paragraph requesting States Parties for supplementary voluntary contributions, and to report back to the 20th session of the General Assembly in this regard;
  6. Reiterates the plea of the World Heritage Committee to States Parties to the Convention to pay their annual contributions by 31 January wherever possible in order to facilitate the timely implementation of the activities financed by the World Heritage Fund;
  7. Takes note of the options proposed for allocating unrestricted supplementary voluntary contributions to the World Heritage Fund and, in order to help towards the sustainability of the World Heritage Fund, recommends to States Parties willing to make these contributions to apply one of the following options:
  • Option 1: Increasing the standard percentage used in the calculation of the contributions to the World Heritage Fund from 1% to 2%,
  • Option 3.1: Increasing the contributions by a flat rate of US$3,300 per property inscribed,
  • Option 3.2: Increasing the contributions by an additional 4% of the current assessed contribution per property inscribed,
  • Option 3.3: Increasing the contributions by an additional amount per property inscribed, according to a percentage increasing with the number of properties inscribed,
  • Option 3.4: Increasing the contributions by an additional amount per property inscribed, according to a percentage decreasing with the number of properties inscribed,
  • Option 4: Increasing the contributions on the basis of the number of tourists arrivals at World Heritage Sites,
  • Option 5: Contributing per activity;
8. Also notes the recommendations of the Audit of the Working Methods of Cultural Conventions carried out by the Internal Oversight Service (IOS) of UNESCO and also decides with regard to recommendation 1(a) to establish a sub-account within the World Heritage Fund, to be funded from Voluntary Contributions and to be used exclusively for enhancing the human capacities of the Secretariat, and with regard to recommendation 1(e) apply the cost recovery policy for the staff time spent in managing the World Heritage Fund within the limit of the funds made available under the sub-account;
9. Invites States Parties to provide voluntary supplementary contributions to the sub-account in the amount of at least US$ 1,000,000 per year, in total;
10. Requests the World Heritage Committee to consider the remaining recommendations of the Audit at its 38th session in 2014 and present concrete measures for the implementation of the audit’s recommendations.]]>

19 GA 9 Global Strategy for a representative, balanced and credible World Heritage List: Report on the Follow-up to Resolution 18 GA 8 The General Assembly,

  1. Having examined Document WHC-13/19.GA/9,
  2. Recalling Decisions 35 COM 9A and 36 COM 9A adopted by the World Heritage Committee at its 35th (UNESCO, 2011) and 36th (Saint Petersburg, 2012) sessions respectively and Resolution 18 GA 8 of the 18th session of the General Assembly (UNESCO, 2011),
  3. Appreciates the work of the open-ended working group on the Implementation Plan for the recommendations of the External Auditor on the Global Strategy and the PACT Initiative carried out in 2012 and 2013 and endorses its recommendations;
  4. Notes the implementation of a number of recommendations as indicated in the updated implementation plan;
  5. Also notes that the World Heritage Committee, at its 37th session, decided not to implement recommendations 12 and 20 of the open-ended working group related to conflicts of interest and requests the Committee to reexamine these recommendations with a view to their implementation;
  6. Encourages States Parties, on a voluntary basis, not to submit nominations for inscription on the World Heritage List during their term on the World Heritage Committee;
  7. Urges the World Heritage Committee to continue implementing any pending requests in relation to its mandate;
  8. Welcomes Resolution 37 C/49 (item 6.4) adopted by the 37th session of the UNESCO General Conference on governance reform and invites the World Heritage Centre to launch a consultation process open for all States Parties as soon as possible, based on the self-assessment framework to be delivered by the External Auditor;
  9. Also encourages the continuation of the efforts to link the follow-up to the Implementation Plan for the recommendations of the External Auditor on the Global Strategy and the PACT Initiative with the implementation on the Strategic Action Plan for the World Heritage Convention;
  10. Also welcomes the harmonization of PACT with UNESCO’s partnership strategies;
  11. Also notes the adoption by the 37th session of the World Heritage Committee (Phnom Penh, 2013) of the PACT strategy to improve the development of partnerships for World Heritage with the private sector, their implementation and their evaluation through adequate tools and guidelines;
  12. Also requests the External Auditor to make a progress report on the implementation of the recommendations on the Global Strategy to be presented to the General Assembly at its 20th session in 2015.

  2. Recalling Resolutions 17 GA 9 and 18 GA 11 adopted at the 17th (UNESCO, 2009) and 18th sessions (UNESCO, 2011) of the General Assembly of States Parties respectively, and the adoption of the Strategic Action Plan and Vision by the 18th General Assembly of States Parties (UNESCO, 2011);
  3. Welcomes the progress made in the Implementation Plan of the Strategic Action Plan in particular with regards to links between the Draft Implementation Plan and the follow-up to Resolution 18 GA 8 of the General Assembly of States Parties (UNESCO, 2011);
  4. Requests the World Heritage Centre, in collaboration with the Advisory Bodies, and with the support of States Parties to continue its implementation efforts;
  5. Also requests that a progress report on the implementation of the Strategic Action Plan be presented to the General Assembly at its 20th session for its consideration.

  1. Having examined Documents WHC-13/19.GA/11 and WHC-13/19.GA/INF.11,
  2. Recalling Decision 37 COM 5C of the World Heritage Committee taken at its 37th session (Phnom Penh, 2013),
  3. Takes note of the summary of the Director General’s meeting on “The World Heritage Convention: Thinking Ahead” (UNESCO HQs, 2-3 October 2012) and of the presentations made in this regard;
  4. Also notes the efforts undertaken in the framework of the implementation plans of the follow-up to the UNESCO External Auditor Report and the Strategic Action Plan 2012-2022 and urges the further development of Key Performance Indicators to improve and demonstrate the effectiveness of the World Heritage Centre and the Advisory Bodies;
  5. Encourages all parties concerned to further enhance and facilitate dialogue, communication, transparency and accountability in all processes of the Convention;
  6. Invites the Committee to explore means of improving these mechanisms;
  7. Requests that a follow-up report be included in the general report of the Intergovernemental Committee for the protection of the World Cultural and Natural Heritage to be submitted at the next General Assembly in 2015.
