1. Having examined Document WHC-07/31.COM/13A,

2. Recalls the Budapest Declaration, adopted during its 25th session (Budapest, 2002), and more particularly its Article 5;

3. Takes note of information provided by States Parties in their responses to the questionnaire submitted by the World Heritage Centre; Decisions report (Christchurch, 2007) WHC-07/31.COM/24, p. 193

4. Congratulates States Parties to the Convention for their commitment in the implementation of the four strategic objectives and warmly encourages them to pursue their efforts;

5. Decides to maintain credibility, conservation, capacity building and communication as strategic objectives in the implementation of the Convention whilst restating the different components and, recognizing the critical importance of involving indigenous, traditional and local communities in the implementation of the Convention, further decides to add “communities” as a fifth strategic objective;

6. Requests the World Heritage Centre to use the evaluation of the Periodic Report in the assessment of the strategic objectives for the implementation of the Convention;

7. Decides to consider, at its 32nd session in 2008, the establishment of a working group to study the implementation of the strategic objectives.

1. Having examined Document WHC-07/31.COM/13B,

2. Welcomes the proposal by New Zealand to enhance the role of communities in the implementation of the World Heritage Convention;

3. Adds a “fifth C” for “Communities” to the existing Strategic Objectives which were adopted as the Budapest Declaration on World Heritage by the World Heritage Committee at its 26th session (Budapest, 2002) which should read as follows:
“To enhance the role of communities in the implementation of the World Heritage Convention.”

4. Encourages all interested parties to promote and implement this fifth Strategic Objective.

5. Thanks New Zealand for this important contribution to the implementation of the Convention.

1. Having examined document WHC-11/35COM/10A,

2. Recalling Decisions 33 COM 11C and 34 COM 10B.1, adopted respectively at its 33rd session (Seville, 2009) and 34th session (Brasilia, 2010);

3. Expresses its sincere appreciation to the States Parties from the Africa region for their efforts in preparing and submitting their Periodic Reports;

4. Notes with satisfaction that all the 44 States Parties of the Africa region participated in the completion of Section I of the Periodic Reporting questionnaire and that all 78 World Heritage properties in the region were reported on;

5. Commends the Governments of Senegal, Cameroon, Kenya, Namibia and South Africa for respectively hosting various meetings for the Periodic Reporting exercise;

6. Thanks the Governments of Norway, Switzerland, the Netherlands and France, as well as the African World Heritage Fund and the Nordic World Heritage Foundation for their support;

7. Also thanks in particular, the Regional Coordinator, all Focal Points and site managers for their commitment and participation throughout the periodic reporting exercise;

8. Also notes the successful use of the electronic tool and the ensuing pertinent documentation gathered in the World Heritage Centre database for future monitoring and follow-up;

9. Welcomes with satisfaction the synthesis report of the Africa region States Parties and encourages the development of a regional Action Plan as agreed by the States Parties at the final Regional meeting in South Africa and thanks the government of Denmark for its support towards this process;

10. Strongly encourages publication of the synthesis report of the Africa region States Parties to ensure its wide distribution in the region, and calls on the international community to support this action;

11. Decides that significant modifications to boundaries and changes tocriteria (re-nominations) requested by States Parties as a follow-up to theSecond Cycle of the Periodic Reporting Exercise will not fall within the limit of two nominations per State Party per year imposed byParagraph 61 of the Operational Guidelines, while they will still fall within the overall limit of forty-five complete nominations per year.This decision shall apply for the 1February2012 and 1February2013 deadlines for the Africa region, after which time the normal limit established in Paragraph 61 will be resumed;

12. Further notes the States Parties' request for concerted efforts to effectively address the conflicting interests of conservation and development needs and requests the World Heritage Centre to organise, in partnership with the African World Heritage Fund, a special meeting on managing the impacts of development activities and resource extraction in and around World Heritage properties in the Africa region;

13. Recognises the valuable role played by local communities, including indigenous peoples, in the management of cultural and natural heritage properties in Africa and also requests that research programmes on African World Heritage properties should also focus on the involvement of the local communities in their implementation and derivation of direct benefits;

14. Takes note of the initial work undertaken by the two regional training institutions, Ecole du Patrimoine Africain and Centre for Heritage Development in Africa, to propose a Capacity Building Strategy, and calls on the international community to continue the support to these two institutions so that they can continue to play a vital role in the implementation of the Convention in the region;

15. Encourages States Parties to focus on national train-the-trainers programmes to ensure that the impacts of the global World Heritage Capacity Building Strategy are maximised at national level while fully involving young professionals in these activities for long term sustainability;

16. Also welcomes the role that the African World Heritage Fund (AWHF) has been playing in the implementation of its mandate and calls upon African States Parties to reinforce their financial and human resource support for the Fund;

17. Also calls upon African State Parties to avail themselves of the opportunities for International Assistance as offered by the African World Heritage Fund;

18. Further requests the States Parties to continue to work closely with the World Heritage Centre and the Advisory Bodies to further develop the regional and sub-regional Action Plans into an operational Regional Programme including priorities, time tables, and budgetary implications for the African States Parties, tailored to sub-regional needs, and finally requests the World Heritage Centre to present the Action Plan, the Africa Nature and Africa 2020 programmes to the World Heritage Committee at its 36th session in 2012.

1. Having examined Documents WHC-11/35.COM/12D and WHC-11/35.COM/9B,

2. Recalling Decision 32 COM 10 adopted at its 32nd session (Quebec City, 2008), Decision 33 COM 14A.2 adopted at its 33rd session (Seville, 2009), 34 COM 12 adopted at its 34th session (Brasilia, 2010) and Resolution 17 GA 9 adopted at the 17th General Assembly of States Parties (UNESCO Headquarters, 2009),

3. Notes that the World Heritage Convention is fast approaching a number of important milestones, including its 40th anniversary in 2012;

4. Takes note of the progress made in preparing for celebrating the 40th anniversary of the World Heritage Convention under the theme "World Heritage and Sustainable Development: the Role of Local Communities";

5. Encourages States Parties to develop, support and carry out activities to promote the anniversary and to notify the World Heritage Centre of their intention to host events to celebrate the 40th anniversary as soon as practicable, and further encourages States Parties to mobilize various UNESCO related institutions, programmes and networks to join in celebrating the anniversary and reaching out to the broader public;

6. Invites the World Heritage Centre to implement the proposed programme of activities assisted by extrabudgetary funding available or to be identified;

7. Requests the World Heritage Centre, with the support of the Advisory Bodies, to develop, for further consideration the proposal contained in Document WHC-11/35.COM/12D on the establishment of a Site Management Network to facilitate exchange and sharing of information on best practice heritage management and further to explore ways of recognising and rewarding best practice through a one-off initiative at the closing event of the 40th anniversary of the World Heritage Convention (November 2012, Japan); also requests the World Heritage Centre to seek extrabudgetary funding to secure the necessary resources and technical support;

8. Notes that the World Heritage Capacity-Building Strategy (WHC-11/35.COM/9B) includes several global activities for capacity building under the theme of World Heritage and Sustainable Development;

9. Requests the World Heritage Centre to research further the implications of and possible timing for an International World Heritage Day for raising awareness on World Heritage;

10. Acknowledges the statements made by the Representative of the United Nations Permanent Forum on Indigenous Issues (UNPFII) at its 34th and 35th sessions, held in Brasilia (Brazil, 2010) and Paris (UNESCO Headquarters, 2011), respectively, and notes that UNESCO is in the process of preparing a policy with regard to its programs on indigenous peoples; further notes that these considerations should be included in the theme of the 40th anniversary, "World Heritage and Sustainable Development: the Role of Local Communities";

11. Invites the World Heritage Centre to organise an exhibition paying tribute to Egyptologist Christiane Desroche-Noblecourt (1913-2011) and her role in saving the Nubian Temples in 1959, which gave rise to international cooperation for the safeguarding of monuments and the creation of the World Heritage Convention, provided extra-budgetary funds are identified for this purpose;

12. Requests the World Heritage Centre to report on the progress made to the 36th session of the World Heritage Committee (2012).

1. Having examined Document WHC-11/35.COM/INF.7C,

2. Recalling Decision 32 COM 10 adopted at its 32nd session (Quebec City, 2008), Decision 33 COM 14A.2 adopted at its 33rd session (Seville, 2009), 34 COM 12 adopted at its 34th session (Brasilia, 2010) and Resolution 17 GA 9 adopted at the 17th General Assembly of States Parties (UNESCO Headquarters, 2009),

3. Expresses its appreciation to the States Parties of Australia and Senegal and the UNESCO World Heritage Centre for organising the expert meeting on global state of conservation challenges of World Heritage properties (Dakar, Senegal, 13-15 April 2011);

4. Notes the report provided by the participants at the above-mentioned expert meeting;

5. Invites contributions of relevant expertise and financial resources to assist States Parties implement decisions on the state of conservation of World Heritage properties;

6. Reiterates that nominations of properties for inscription on the World Heritage List must demonstrate Outstanding Universal Value in line with the criteria for inscription and comply with integrity/authenticity, protection and management requirements, as set out in the Operational Guidelines;

7. Requests the World Heritage Centre and the Advisory Bodies to develop guidance, for consideration at the 36th session of the World Heritage Committee, to clarify:

a) The uses, limits and documentation requirements for traditional management (paragraphs 108 and following),

b) The need for Environmental Impact Assessments/Heritage Impact Assessments of potential developments' impact on Outstanding Universal Value, the range of proposed activities with a likely impact on Outstanding Universal Value to be reported on and the documentation required by the World Heritage Centre (Paragraph 172), and

c) Buffer zones or other protection mechanisms, noting the recommendations contained in document WHC-08/32.COM/7.1;

8. Requests that aspects concerning partnerships should be dealt with after the report of the external auditor on PACT at the 18th General Assembly of States Parties;

9. Requests the World Heritage Centre and the Advisory Bodies to develop options to strengthen and improve the state of conservation reporting process, in particular  to increase dialogue with States Parties about World Heritage properties facing challenges;

10. Also requests the World Heritage Centre to formally notify States Parties of the state of conservation reports on World Heritage properties on their territory which will be the subject of examination by the Committee at the session indicated;

11. Also requests the World Heritage Centre to report at the 36th session of the World Heritage Committee on possible ways to encourage United Nations recognition for the protectors of World Heritage properties in conflict and post conflict zones, including through the use of blue/green berets or other appropriate insignia, and reminds States Parties to include details of Disaster Risk Reduction/Emergency Planning arrangements in their nomination dossiers and management plans;

12. Further requests the World Heritage Centre, in collaboration with the Advisory Bodies, in addition to the presentation of state of conservation reports on individual properties, to prepare a thematic report on significant global and regional factors negatively impacting the Outstanding Universal Value of the properties, grouped according to the five categories of factors affecting the Outstanding Universal Value identified in the Periodic Report questionnaire, Section II, to ensure a greater coherence in the decision making on individual sites;

13. Requests the World Heritage Centre and the Advisory Bodies to provide, in the state of conservation reports on individual properties, a link to an integrated online database compiling all relevant background information concerning the property (previous state of conservation reports and Committee decisions, desired state of conservation, corrective measures, International Assistance requests, etc.) necessary for well-informed decision-making, to be hosted on the World Heritage Centre's website;

14. Also requests the Advisory Bodies to develop a database of existing guidance on key factors negatively impacting on the Outstanding Universal Value of World Heritage properties and tools for best management practice;

15. Recalling that being a signatory to the World Heritage Convention entails certain responsibilities, including a requirement to follow the Operational Guidelines, management of World Heritage properties according to the highest international standards, promotion of good governance and allocation of adequate funding for the protection of World Heritage properties, encourages States Parties to:

a) Develop adequate legislative frameworks to ensure compliance with the Operational Guidelines and set up a collaborative framework between agencies for the conservation of properties, including agencies in charge of the follow up of other conventions and international agreements,

b) Source assistance and support beyond what is available under the UNESCO World Heritage Fund, noting that tools, methodology and guidance are available both internationally and nationally from the Advisory Bodies and the World Heritage Centre and additional support should be sought from other donors, NGOs and international organizations,

c) Be proactive in relation to development and conservation of World Heritage properties by conducting a Strategic Environmental Assessment (SEA) at the time of nomination to anticipate the impact of any potential development on the Outstanding Universal Value,

d) Ensure that EIA/HIA are conducted for development projects which could affect properties and that these specifically assess the impact on the Outstanding Universal Value of properties,

e) Involve indigenous peoples and local communities in decision making, monitoring and evaluation of the state of conservation of the properties and their Outstanding Universal Value and link the direct community benefits to protection outcomes,

f) Respect the rights of indigenous peoples when nominating, managing and reporting on World Heritage sites in indigenous peoples' territories;

g) Establish and promote horizontal cooperation and understanding among various institutions that have an impact on cultural and natural heritage, also including governmental institutions responsible for UNESCO programmes implementation on national level, economy, finance, regional development/ planning, tourism, social welfare as well as local authorities,

h) Follow the Recommendation concerning the Protection, at National Level, of the Cultural and Natural Heritage, adopted simultaneously with the World Heritage Convention, by the General Conference of UNESCO on 16 November 1972.

2.   Recalling Decisions 34 COM 10C and 35 COM 10C.1 adopted respectively at its 34th session (Brasilia, 2010) and 35th session (UNESCO, 2011);

3.   Expresses its sincere appreciation to the States Parties from Asia and the Pacific for their efforts in preparing and submitting their Periodic Reports and thanks especially all focal points and site managers for their effective participation and commitment;

4.   Notes with satisfaction that all the 41 States Parties of Asia and the Pacific fully participated in the Periodic Reporting exercise and all 41 questionnaires of the Section I and all 198 questionnaires of the Section II were successfully submitted;

5.   Also notes with satisfaction that all the 166 draft retrospective Statements of Outstanding Universal Value were submitted to the World Heritage Centre;

6.   Thanks the authorities of Australia, China, French Polynesia, India, Republic of Korea, and Samoa for their support in organizing regional and sub-regional meetings;

7.   Also notes the successful use of the electronic tool and the ensuing pertinent documentation gathered in the World Heritage Centre database for future monitoring and follow-up;

8.   Welcomes with satisfaction the synthesis report of Asia and the Pacific and endorses the regional Action Plan proposed by the focal points during the Suwon meeting for Asia, and the Pacific Action Plan adjusted by the focal points during the Apia meeting for the Pacific;

9.   Decides that significant modifications to boundaries and changes to criteria (renominations) requested by States Parties as a follow-up to the second cycle of the Periodic Reporting exercise will not fall within the limit of two nominations per State Party per year imposed by Paragraph 61 of the Operational Guidelines, while they will still fall within the overall limit of forty-five complete nominations per year. This decision shall apply for the 1 February 2013 and 1 February 2014 deadlines for Asia and the Pacific, after which time the normal limit established in Paragraph 61 will be resumed;

10.  Encourages the States Parties and all other World Heritage partners and stakeholders in Asia and the Pacific to actively cooperate and to take the necessary actions to follow-up in a concerted and concrete manner the implementation of the Action Plans;

11.   Also encourages the World Heritage Institute of Training and Research for the Asia and the Pacific Region (WHITRAP), the UNESCO Category 2 Centre, to take a lead in developing a regional capacity-building strategy and associated programmes;

12.  Further notes that the proposals contained in the Action Plans have considerable resource and workload implications for the States Parties, the World Heritage Centre and the Advisory Bodies and encourages States Parties to contribute to their implementation through extra-budgetary funding;

13.   Also welcomes the proposals made by the Governments of China, Indonesia, and the Islamic Republic of Iran to organize sub-regional workshops on several issues identified in the Action Plan and the proposals made by the Governments of Japan and the Republic of Korea to financially contribute to the implementation of Action Plans and the follow-up of Periodic Reporting;

14.   Also thanks the Government of Japan for financing the development of a publication of the outcome of Periodic Reporting of Asia and the Pacific, and requests the World Heritage Centre to widely disseminate the Periodic Report among all stakeholders in the region;

15.   Requests the States Parties to continue to work closely with the World Heritage Centre and the Advisory Bodies to further develop and implement both at national and sub-regional levels operational programmes based on the Regional Action Plans, and also requests the World Heritage Centre to present a progress report thereon at its 37th session in 2013.

1.   Having examined Document WHC-12/36.COM/10B,

2.   Recalling Decisions 30 COM 11A.1, 30 COM 11A.2, 31 COM 11A.1, 31 COM 11A.2, 32 COM 11D, 34 COM 10B.3 and 35 COM 10C.2 adopted at its 30th (Vilnius, 2006), 31st (Christchurch, 2007), 32nd (Quebec City, 2008), 34th (Brasilia, 2010) and 35th (UNESCO, 2011) sessions, respectively,

3.   Takes note of the follow-up activities to the first cycle of the Periodic Reporting exercise in the region of Europe and North America and the activities in preparation of the launching of its second cycle;

4.   Thanks the Maltese authorities for having hosted the preparatory meeting for Mediterranean Europe in Valetta from 21 to 24 September 2011 and the Icelandic authorities for having hosted the preparatory meeting for Nordic, Baltic and Western Europe in Reykjavik from 18 to 21 October 2011;

5.   Also thanks the Nordic World Heritage Foundation for its collaboration in the preparation of the second cycle of the Periodic Reporting exercise, including preparation of meetings as well as relevant tools;

6.   Expresses its sincere appreciation to the German authorities for having proposed to host a meeting for Nordic, Baltic, Western and Mediterranean Europe in Berlin from 19 to 20 September 2012, the Georgian authorities for having proposed to host a meeting for Central, Eastern and South-Eastern Europe in autumn 2012, the Italian authorities for having proposed to host a meeting for Mediterranean Europe in Florence in September 2013 and the authorities of Luxembourg for having proposed to host a meeting for Nordic, Baltic and Western Europe in 2013/2014;

7.   Welcomes the initiative of the World Heritage Centre and ICCROM to address the priority needs in training and capacity-building for the preservation of World Heritage properties in Central, Eastern and South-Eastern Europe, by an integrated and targeted strategy in the context of the Second Cycle of Periodic Reporting;

8.   Commends the States Parties which have submitted draft retrospective Statements of Outstanding Universal Value before the official launching of the Periodic Reporting exercise as requested in Decision 35 COM 10C.2 and urges the States Parties to submit the pending retrospective Statements of Outstanding Universal Value as soon as possible;

9.   Reiterates its gratitude to the States Parties of Andorra, Monaco, Portugal and the Netherlands who have made financial contributions to the implementation of the second cycle of the Periodic Reporting exercise in Europe and North America, acknowledges with thanks the pledge by the Flemish Government to financially support the exercise and encourages further support and collaboration for the future;

10. Also takes note of the Road Map developed at the Reykjavik meeting in 2011 and requests the States Parties to make an effort towards a coordinated approach for its implementation;

11. Decides to launch the second cycle of the Periodic Reporting in the Europe and North America region and also reiterates that it will take place on a two-year basis (North America, Western, Nordic and Baltic Europe sub-regions, for the first year, and Mediterranean, Central, Eastern and South-Eastern Europe, for the second year) provided that a report on the Periodic Reporting exercise for North America will be presented at the 38th session of the World Heritage Committee in 2014, and an overall report on the Periodic Reporting exercise for Europe will be presented at the 39th session of the World Heritage Committee in 2015;

12.  Also welcomes the creation of the web platform for the follow-up and implementation of the Periodic Reporting exercise and also encourages the States Parties, the World Heritage Centre, the Advisory Bodies and other concerned partners to explore all the opportunities that this tool can provide for the joint implementation of the exercise;

13.   Also requests the World Heritage Centre to report back to the World Heritage Committee on progress achieved in the Periodic Reporting exercise at its 37th session in 2013.

1. Having examined Documents WHC-12/36.COM/10D and WHC-12/ 36.COM/INF.10D,
2. Recalling Decision 35 COM 10A, adopted at its 35th session (UNESCO, 2011),
3. Welcomes the progress made in the follow-up of the second cycle of Periodic Reporting in the Africa Region;
4. Takes note that important discussions have been carried out in the African region relating to development activities and resource extraction in and around World Heritage properties in Africa;
5. Recommends States Parties from other regions to join States Parties in Africa in discussing and reflecting on the same subject with a view to coming up with a common approach at a later meeting of the Committee;
6. Thanks the State Party of South Africa for its offer to host the special 40th anniversary conference on World Heritage and sustainable development;
7. Welcomes the publication initiative on World Heritage in the Africa Region and thanks the State Party of Switzerland for its financial support and encourages its effective implementation;
8. Endorses the Regional Action Plan 2012-2017, and its Regional Capacity Building Programme, prepared by the States Parties and also thanks the Director-General of UNESCO for her support to the preparatory phase;
9. Further thanks the States Parties of Belgium (in particular the Government of Flanders), Denmark, the Netherlands, Norway, South Africa, and Switzerland, as well as IUCN, the African World Heritage Fund and the Nordic World Heritage Foundation for their committed support to the implementation of the Action Plan 2012-2017 and in particular the follow-up programmes of the second Periodic Reporting for the Africa Region;
10. Calls upon States Parties to support the implementation of the Action Plan 2012-2017 and also encourages them to intensify their contributions to the African World Heritage Fund while working closely with the Fund to improve on the implementation of the World Heritage Convention in the region;
11. Requests the States Parties of the Africa region to participate in the implementation of the 2012-2017 Action Plan, namely by producing national plans and budgets before the end of October 2012. These national plans should be drawn up in accordance with the Management and Conservation Plans of the properties, in order to protect their Outstanding Universal Value;
12. Also requests the World Heritage Centre, in collaboration with the Advisory Bodies, and with the support of States Parties to continue its efforts to coordinate and implement the Regional Capacity Building Programme as per the Action Plan 2012-2017;
13. Further requests the World Heritage Centre to pay special attention to the management of properties inscribed on the List of World Heritage in Danger, ensuring the application of the Reinforced monitoring mechanism and the mobilization of adequate resources;
14. Requests furthermore the World Heritage Centre to publish the synthesis report of the second cycle of Periodic Reporting, for wider dissemination and to keep it informed of the progress achieved in the implementation of the Action Plan at its 37th session in 2013.

1.   Having examined Document WHC-12/36.COM/12D;

2.   Takes note of the progress made in the preparation of the celebration of the 40th anniversary of the World Heritage Convention under the theme “World Heritage and Sustainable Development: the Role of Local Communities”;

3.   Encourages States Parties to continue to develop, support and carry out activities to promote the anniversary;

4.   Invites the World Heritage Centre to continue implementing the programme of activities assisted by extrabudgetary funding available or to be identified;

5.   Requests the World Heritage Centre to report on the 40th anniversary celebrations to the 37th session of the World Heritage Committee (2013).

1.  Having examined Document WHC-13/37.COM/7B,

2.  Recalling Decision 36 COM 7B.41 , adopted at its 36th session (Saint-Petersburg, 2012),

3.  Notes the results of the mission that the Church Museum when completed will not have an adverse visual impact on specific views within the property if a screen of tall trees is maintained and the building façade is slightly modified as recommended by the mission; and requests the State Party to submit the final plans to the World Heritage Centre as soon as possible;

4.  Urges the State Party to implement the Management Plan with, if possible, the involvement of the Department of Archaeology, Aksum University, and to review the Aksum Master Plan in terms of heritage management;

5.  Also urges the State Party to finalise the clarification of the boundaries of the property and its buffer zone as a matter of urgency and to submit a minor boundary modification to the World Heritage Centreby 1 February 2015 for examination by the World Heritage Committee;

6.  Also notes that the State Party considers that the cause of the rising water table in the Tomb of the Brick Arches has a direct relation with the destabilization of Stele III, which in turn is believed to be related to the re-installation of Stele II and that the State Party has not identified funding to deal with either an investigation of the rising water table or with strengthening the foundations of Stele III, as recommended by a technical report;

7.  Appeals to the international community, to consider supporting work to address the implications of the consolidation project of Stele III;

8.  Also requests the State Party to submit to the World Heritage Centre, by 1 February 2015 , an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 39th session in 2015. 

1.  Having examined Document WHC-13/37.COM/7B,

2.  Recalling Decision 35 COM 7B.92 , adopted at its 35th session (UNESCO, 2011),

3.  Welcomes the important progress in identifying micro-organisms responsible for the mould outbreak, and in stabilising of the atmospheric conditions through limiting access;

4.  Notes that these steps forward will be followed by further work on the hydro-climatic conditions starting in 2013, for the recording and mapping of areas most severely affected, which could lead to development of measures being developed to control the atmosphere of the caves;

5.  Commends the State Party for the significant improvements in communicating both results of its research to the scientific community and the educational aspects to the general public by means of publication, websites and exhibitions;

6.  Also notes the progress made by the State Party towards the removal of undesirable infrastructure from the property and its replacement with new roads and car parks further from the focus of the property,

7.  Further notes the enhancement of the system of management of the caves;

8.  Requests the State Party to provide details of the proposed new developments at the property, especially the development of the new reconstruction, new road and car park with appropriate Heritage Impact Assessments before their implementation, in accordance with paragraph 172 of the Operational Guidelines ;

9.  Also requests the State Party to submit to the World Heritage Centre, by 1 February 2015, an updated report on the state of conservation of the property and on the implementation of the above, for examination by the World Heritage Committee at its 39th session in 2015.

1.  Having examined Document WHC-13/37.COM/9,

2.  Recalling Decision 34 COM 13.III adopted at its 34th session (Brasilia, 2010), Decision 35 COM 12C adopted at its 35th session (UNESCO, 2011) and Decision 36 COM 12C adopted at its 36th session (Saint Petersburg, 2012),

3.  Requests the World Heritage Centre and the Advisory Bodies to take into account the rich debate held at its 37th session, in particular  on capacity-building, methodology and processes for Tentative Lists and upstream nomination projects, in order to enhance dialogue and communication among all relevant parties including the World Heritage Centre, UNESCO field offices, IUCN regional offices, ICOMOS national committees, international scientific committees and ICCROM capacity-building programmes, as well as UNESCO Category 2 Centres related to world heritage and universities;

4.  Suggests to the States Parties to take into account the assessments of impact on natural and cultural heritage;

5.  Welcomes all the actions undertaken to improve the processes and practices prior to consideration by the World Heritage Committee of a nomination (the ‘upstream processes’) and commends the States Parties, the Advisory Bodies and the World Heritage Centre for the pilot projects in which progress was made;

6.  Also commends the State Party of Namibia for having successfully achieved the pilot project concerning the Namib Sand Sea;

7.  Urges the States Parties concerned that have not yet done so, to fully collaborate providing technical and financial support to implement the required actions to make progress with the pilot projects and encourages them to seek assistance from the World Heritage Centre to identify opportunities to secure resources to progress the project, if necessary;

8.  Calls upon the international community to provide technical and financial support to assist the States Parties concerned in the implementation of their pilot projects which were not able to identify adequate resources;

9.  Also requests the Advisory Bodies and the World Heritage Centre to report on the progress in implementing the pilot projects for consideration by the World Heritage Committee at its 38th session in 2014.

1.  Having examined Document WHC-13/37.COM/10B,

2.   Recalling Decision 36 COM 10B adopted at its 36th session (Saint Petersburg, 2012),

3.   Recalling furthermore that the second cycle of Periodic Reporting in Europe and North America takes place on a two-year basis (Group A: North America, Western, Nordic and Baltic Europe sub-regions for the first year 2012-2013, and Group B: Mediterranean, Central, Eastern and South-Eastern Europe for the second year 2013-2014), provided that a report on the Periodic Reporting exercise for North America will be presented at the 38th session of the World Heritage Committee in 2014, and an overall report on the Periodic Reporting exercise for Europe will be presented at the 39th session of the World Heritage Committee in 2015,

4.   Takes note of the activities implementing the second cycle of Periodic Reporting for Group A and preparing the launch of Periodic Reporting for Group B;

5.    Thanks the German authorities and the Georgian authorities for having hosted preparatory meetings in the framework of the Periodic Reporting exercise;

6.       Also thanks the Nordic World Heritage Foundation for its collaboration in the preparation of the second cycle of the Periodic Reporting;

7.    Reiterates its sincere appreciation to the Italian authorities, the Azerbaijani authorities and the Luxembourg authorities for their proposals to host future meetings in the framework of the Periodic Reporting exercise in 2013-2015;

8.       Welcomes the progress made with the initiative to prepare an integrated and targeted strategy addressing the priority needs in training and capacity-building for the preservation of World Heritage properties in Central, Eastern and South-Eastern Europe and commends the Steering Group for its commitment to carry forward this work;

9.     Also commends the States Parties which have submitted draft retrospective Statements of Outstanding Universal Value before the official launch of the Periodic Reporting exercise as requested in Decision 35 COM 10C.2 , and urges the States Parties to submit the pending retrospective Statements of Outstanding Universal Value as soon as possible;

10.     Reiterates its gratitude to the Andorran, Monegasque, Portuguese and Dutch authorities, as well as the Flemish authorities for their financial contributions to the implementation of the second cycle of the Periodic Reporting in Europe and North America, and encourages further support and collaboration in the future;

11.     Requests the World Heritage Centre to report back to the World Heritage Committee on progress made with Periodic Reporting at its 38th session in 2014.

1. Having examined Document WHC/19/43.COM/7B,
2. Recalling Decision 41 COM 7B.74, adopted at its 41st session (Krakow, 2017),
3. Takes note of the progress being made by the State Party to improve the safety, security, monitoring, maintenance, and documentation of the property, and recommends that the lighting system be reviewed to ensure the most appropriate solution possible is being implemented;
4. Encourages the State Party to continue the implementation of the Plan for the Protection and Development of Tipasa Archaeological Sites (PPMVSA) and the guidelines for monitoring the urban development around the property following the approach of the 2011 Historic Urban Landscape Recommendation, including any visual impacts on the Outstanding Universal Value (OUV) of the property;
5. Reiterates its request to the State Party to finalize and submit the updated Management Plan to the World Heritage Centre, for examination by the Advisory Bodies;
6. Also reiterates its request to the State Party to take into account the full range and substance of the recommendations made in the April 2017 Advisory mission, and in particular:
   1. Submit the final version of the Heritage Impact Assessment (HIA) for the port development project to the World Heritage Centre for examination by the Advisory Bodies,
   2. Integrate the landscaping of the jetty built between 2006 and 2009 with the port development project in order to mitigate the jetty’s visual impact and integrate it into the landscape,
   3. Continue the suspension of work on an embankment wall at the foot of the cliff pending further reflection in order to find a more suitable solution from a technical and landscape point of view, and submit this solution to the World Heritage Centre for examination by the Advisory Bodies,
   4. Organize an expert meeting to examine experiences at other World Heritage properties where issues similar to those of Tipasa have been addressed and satisfactory solutions envisaged,
   5. Consider once again an extension to the buffer zone to include the maritime domain in order to prevent future interventions that are likely to have a visual impact on the OUV of the property;
7. Reiterates its concern about the possible negative effect of rainwater runoff and its stagnation on the archaeological structures, and again urges the State Party to consider the solution proposed by the 2017 Advisory mission concerning the execution of archaeological surveys to identify and, if possible, operationalize the old rainwater drainage systems;
8. Requests the State Party to submit to the World Heritage Centre, by 1 December 2020, an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 45th session in 2021.
