The Committee recognized the exceptional universal value of the site as a sanctuary for grey whales and other important species and inscribed it on the World Heritage List under criterion (iv). The Committee noted that there is a need for significant improvement in the infrastructure required to manage the site as well as the need to enhance educational and promotional activities outlined in more detail in the IUCN Technical Evaluation.
