The cooperation agreement between the Kingdom of Spain and the United Nations Educational, Scientific and Cultural Organisation(UNESCO), in support of activities relating to World Heritage, was signed in Paris on the 18 of April 2002 by the Director of UNESCO Mr. Koïchiro Matsuura and the Spanish Ambassador and Permanent Delegate to UNESCO Mr Francisco Villar y Ortíz de Urbina.

The Kingdom of Spain ratified the World Heritage Convention in May 1982 and reinforced its commitment to the development of Heritage throughout the World by the proposal of the cooperation agreement with UNESCO which channels funding through targeted projects for the improved implementation of the Global Strategy and the implementation of the 1972 UNESCO World Heritage Convention. The implementation of the World Heritage Convention is focused in four principle areas of activity.
These strategic objectives, known as the ‘Four Cs’, were adopted by the Committee at it's 26th session in Budapest, Hungary in 2001 and were subsequently enshrined in the Budapest declaration . The cooperation between the Spanish Ministry of Culture and the UNESCO World Heritage Centre, through the Spanish Funds in Trust (SFIT) cooperation agreement reflects this emphasis: Credibility of the World Heritage List, the Conservation of World Heritage Properties, the development of effective Capacity building and the increase of public awareness and support of World Heritage through Communication are thus the primary strategic aims of the activities of the SFIT within the World Heritage Centre.

The SFIT sponsors: dialogue between populations living in and around World Heritage sites; national government initiatives throughout the site nomination process and the management of sites for overall improved implementation of the World Heritage Convention.
