On April 18th 2008, the European Commission's Monitoring Committee decided that Regensburg, Germany's project entitled "HerO - Heritage as Opportunity: Sustainable Management Strategies for Vital Historic Urban Landscapes" will be funded by the URBACT Programme, an EU initiative with special focus on integrated urban development.

For a period of three years starting from 2009, Regensburg will lead the HerO Network, consisting of the cities of Vilnius, Graz, Naples, Sighisoara and another 3-7 partners yet to be appointed. The Old Town of Regensburg with Stadtamhof (Germany), Vilnius Historic Centre (Lithuania); City of Graz - Historic Centre (Austria), Historic Centre of Naples (Italy) and the Historic Centre of Sighisoara (Romania) are inscribed on the World Heritage List.

Facing the various challenges of historic European cities of different size and structure, the HerO Network aims to develop integrated management strategies as well as innovative good practice methods, instruments, policies and action plans to facilitate the balance between preserving the cultural heritage of historic urban landscapes as element of identity and integral part of European history and enabling a sustainable, future-proof urban development to maintain and to strengthen the attractiveness and competitiveness of the historic urban landscapes.
