10 BUR IX..27 Requests for technical co-operation Bulgaria

Provision of a photogrammetric camera and two additional items for the photometer already supplied for the surveying of Bulgarian World Heritage properties. The Bureau recommended that the Committee grant $25,000 under the technical cooperation budget for 1987.

Malawi - Lake Malawi National Park

Purchase of equipment (boats, radios, tents) to strengthen the protection of the park. The Bureau was informed that this request had been reviewed and was to be submitted to the Chairman of the World Heritage Committee as a 'small-scale' technical cooperation request for $19,800 under the 1986 budget. The Bureau also took note that this amount is added to a national counterpart contribution and to support from IUCN/WWF.

Turkey - Istanbul

The Bureau recommended that the Committee approve the requests for $12,000 for training activities in wood stone conservation and for $10,000 for the creation of a laboratory for wood conservation. The Bureau requested that the Turkish authorities supply a detailed list of the equipment component with clear indications of priorities.

Yugoslavia - Monuments of Ohrid

The Bureau recommended that the Committee approve the request for $20,000 for equipment for the control of microclimatic conditions and for the conservation of paintings of the monuments of Ohrid.

ICCROM

The Bureau recommended the allocation of $24,500 under the 1987 technical cooperation budget as a contribution to the organization of the 7th International Course on the Technology on Stone Conservation to be held in Venice from 28 April to 27 June 1987. This contribution would in particular enable fellows from developing countries to participate.

Zaire - Garamba National Park

The Bureau recalled that, at its ninth session, the Committee approved a request for US$20,000 under 'Emergency assistance' for Garamba National Park. It had furthermore authorized the Bureau to approve an additional amount of US$20,000 under technical cooperation for this property subject to the receipt of an appropriate request. On 28 May 1986, the Zairain authorities submitted such a request for the purchase of equipment up to an amount of US$20,000 for the continuation of this project.

The Bureau therefore approved the allocation of US$20,000 under 'small-scale' technical co-operation.

10 COM XI.34-35 Requests for International Assistance 34. The Committee noted that, at a meeting of the Bureau during its session, consideration had been given to the procedure for the approval of large-scale technical cooperation requests. (...) In order to streamline the decision-making process, the Committee approved the Bureau's recommendations on the following points:

  • The ceiling for small-scale technical cooperation requests which can be approved by the Chairman at any time of the year should remain at $20.000 per project. The Chairman could not approve requests submitted by his own country.
  • The Bureau should be authorized by the Committee to approve technical cooperation requests amounting to a maximum of $30.000.
  • The Bureau would not have the authorization to approve requests amounting to $30.000 presented by States Parties which were members of the Bureau. In such cases, it could only make a recommendation and the request would be submitted to the Committee for approval.
  • The Bureau should meet twice a year, once, as before, in May-June of each year and a second time during the Committee session.
  • The Bureau should function as the financial committee of the World Heritage Committee having authority to approve requests amounting to $30.000, to review large-scale requests and to make recommendations to the Committee on the budget for the following year.
  • Large-scale technical cooperation requests (that is those exceeding $30.000) should be submitted to the Secretariat as early as possible each year. Those received before 31 August will be dealt with by the Committee the same year. Those received after 31 August will be processed by the Secretariat in the order in which they are received and will be considered by the Committee the same year if it has been possible to complete their processing in time.

35. The Committee requested the Secretariat to revise the Operational Guidelines accordingly.

11 BUR VII.27 Technical cooperation 27. The Bureau,

- reviewed document SC-87/CONF.004/7 on technical cooperation requests submitted by States Parties and

- made the following recommendations:

- People's Republic of China

a) The Bureau noted that the Jixian/Tianjian Area, for which US$30,000 has been requested for supporting geological research, has not been recommended for inscription on the World Heritage List.

b) In relation to the requests for training of specialists in management of natural heritage (US$80,000) and the research studies on the Imperial Palace (US$35,000) and Caves of Mogao (US$52,000), the Bureau noted that the Secretariat will be examining details with the Chinese authorities and report back to the Committee.

- Yugoslavia

The Bureau recommended that the Committee approve the allocation of US$50,000 for the purchase of field and laboratory equipment which would help in ecosystem conservation work at Durmitor National Park.

- Ecuador

The Bureau recommended that the Committee approve an allocation of US$70,000 for restoration of monuments in the Historic Centre of Quito, Ecuador, which were damaged by the recent earthquake.

The Bureau approved the release of US$30,000 immediately, under emergency assistance.

- Honduras

In considering the request for US$114,576 for improving the protection of the Rio Platano Biosphere Reserve, the Bureau decided to approve an initial amount of US$30,000.

As for the remaining amount (US$84,576), the Bureau asked the Secretariat to contact the Honduran authorities to assess priorities for international assistance projects for this natural property which had already received considerable support from the World Heritage Fund.

- Madagascar

The Bureau approved US$25,000 for the organization of a workshop on the conservation of tropical forests. In this connection, the Bureau expressed the wish that the meeting would result in the drawing up of nominations to the World Heritage List.

11 BUR VII.28 Technical cooperation 28. The Bureau noted that States Parties had submitted only a relatively small number of technical cooperation requests.

In this connection, the Bureau recalled that States Parties could ask for preparatory assistance to draw up such requests.

In addition, the Bureau asked the Secretariat to make every effort, including missions to States Parties, to advise on the availability of international assistance under the Fund and to assist in the preparation of receivable requests. Particular attention should be given to designing technical cooperation projects in which the contribution from the World Heritage Fund acted as a catalyst for funding from other sources such as UNDP, the World Bank, WWF, etc.

11 BUR VII.29 Technical cooperation 29. The Bureau felt that more background information should be given in the presentation of technical cooperation requests for approval by the Bureau or the Committee in order to allow a better appreciation of the context in which requests were being made under the World Heritage Fund.

The Bureau recommended that the Secretariat in future present the following elements for each technical cooperation request:

- international assistance already provided for the property in question and results obtained;

- a brief description of the different components requested, for example, laboratory equipment, vehicles, expert services, etc. and the respective amounts requested under the Fund;

- the national counterpart contribution and the sources of other funding;

- additional information of relevance, for example whether the property in question had been subject of a monitoring report, had been suggested for inscription on the List of World Heritage in Danger, etc.

11 BUR VII.30 Technical cooperation 30. Finally, the Bureau considered that in very many cases, States Parties were not sufficiently well informed about the possibilities for requesting international assistance udner the World Heritage Fund.

The Bureau therefore recommended that the Secretariat prepare an easily understood brochure on how to obtain international assistance under the World Heritage Fund which would be widely distributed to all States Parties.

11 BUR VIII.32 Promotional activities 32. In connection with the assistance requested by States Parties for carrying out promotional activities, the Bureau recommended that such assistance should be provided only for the production of general information material on the Convention, and no for the promotion of any particular World Heritage property.

Furthermore, considering the budgetary allocations set aside for promotional activities, such assistance could only be of modest proportions, complementing national investments. However, the Bureau noted that the Secretariat should be flexible in judging each case accordingly.

In particular, the Bureau recommended to the Committee a detailed study, in collaboration with the authorities of the People's Republic of China, on the request for the production of a film on World Heritage properties, within and outside of China, to improve the understanding of the Convention among the Chinese public.

11 COM IX.23-24 Situation of the World Heritage Fund and Budget for 1988 23. The Committee examined document SC-87/CONF.005/6 and took note of the explanations given in the addendum. It noted that as at 30 November 1987 the cash in hand amounted to $2,490,720 and that since that date, a voluntary contribution of $200,000 had been received from a State Party, bringing the total amount of the cash in hand to $2,690,720.

11 COM XI.26-30 Promotional Activities 26. The Committee took note of document SC-87/CONF.005/8 presenting the promotional activities undertaken in 1987 and those foreseen for 1988. The Committee congratulated the Secretariat on its work and emphasised the need to expand this promotion programme.

27. It was recalled that States Parties have a responsibility in strengthening promotional activities. Several members of the Committee mentioned the activities undertaken in their respective countries, such as the production of stamps or pamphlets on world heritage sites in Yugoslavia and India, or the publication and sale at news-stands of a series of booklets on world heritage sites in Brazil, or the printing and the distribution of the folding poster on the World Heritage Convention in China. The bulletin produced in the United Kingdom "International Heritage" was also mentioned as a particularly successful type of promotional material which could serve as an example to other States Parties.

28. The Committee requested the Secretariat to ensure that there were close links with the promotion of the international campaigns to safeguard the cultural heritage. The Committee also suggested that better use could be made of technical cooperation activities to make the Convention better known, particularly by systematically marking equipment provided under technical cooperation with the World Heritage emblem. It requested the Secretariat to mention how useful this procedure could be in identifying work carried out thanks to the Convention.

29. The representative of Brazil indicated that there was an error in the siting of a Brazilian property in the World Heritage folding brochure and was assured that this would be corrected in the future.

30. Finally, as concerns the technical cooperation requests for promotional activities, the Committee accepted the Bureau's recommendation whereby the Bureau could consider as receivable only requests aimed at making the Convention better known in general and not for promoting a specific site, and to grant only amounts not exceeding US$5,000 for such requests. However, amounts up to US$10,000 could be granted in exceptional cases on condition that the Chairman of the Committee gave his approval.

The Secretariat was entrusted with modifying the Operational Guidelines to include these points.

In accordance with this decision, the Committee accepted two requests for technical cooperation submitted by Haiti for the production of an audio-visual presentation, and by the People's Republic of China for a contribution to a film on Wordl Heritage, respectively for $6,000 and $10,000.
